The Proposal of the Law on the Amendment of the Union of Chambers and Commodity Exchanges of Turkey, the Law on Chambers and Commodity Exchanges, Some Laws and the Decree of the Law No. 640, was submitted to the Presidency of the Assembly.
With the proposal, the representatives of the relevant ministries assigned to the general council meetings of the cooperatives, cooperative unions, central unions and the National Cooperatives Union of Turkey will be paid a net wage at the price determined by the Ministry of Commerce, not exceeding the price to be found by multiplying the number of 1200 indicators with the monthly coefficient of civil servants.
Members of the executive committee of the cooperative and its superior organizations, the cooperative; It will transfer the trade registry records, financial statements, annual activity reports of the administrative committee, documents of the general council meeting, information on the identity, contact, shares and payments of the partners to the system within 1 year following the establishment of the Cooperative Information System (KOOPBIS). This period can be extended up to 6 months by the Ministry of Commerce.
In free zones, it will be the operator’s authority and responsibility to establish and operate the natural gas infrastructure that users need, to purchase natural gas from public and private institutions, and to distribute and sell it within the zone. Without the permission of the operator, the natural gas requirement cannot be met from another place and a facility cannot be established individually for this purpose. The upper limit of the amount to be collected from the users due to the intra-regional natural gas distribution and sale of the implementation of this decision will be regulated by the Ministry of Commerce with a regulation.
Upon the request of the operator and the acceptance of the natural gas distribution company operating in the region, natural gas distribution companies will be able to carry out natural gas distribution activities within the free zone within the scope of the conditions determined by the Power Market Regulatory Committee, by investing in the network within the free zones or by taking over the constructed network together with its ownership. In free zones where natural gas activities are carried out by the operator, companies holding natural gas transmission and distribution licenses will not have any right, authority or responsibility.
In free zones, where natural gas network investments were made by natural gas distribution companies before the regulation came into effect, the operators’ in-regional natural gas distribution and sales authority will be deemed to have been transferred to natural gas distribution companies.
Memberships of chamber of commerce members whose tax liability information is closed may be suspended. The chambers, which carry out updating work in January of each year, will be able to suspend the relevant member with the decision of the administrative council and stop the accrual of dues, based on the liability closed information received from the Revenue Management Presidency. As long as this member’s trade registry is open, the membership of the chamber will continue.
